As real dialogue replaced gunboat diplomacy, the world narrowly averted yet another catastrophic intervention. Syria opened its doors to international inspectors and committed to the destruction of its sizeable chemical arsenal. And yet questions remain about where, when and by whom chemical weapons may have been used. Is such a Herculean task even possible?
